Chair: Salah Aidarous
Salah Aidarous is the Director of Product Planning, NEC America, working on 3G Wireless and IP-based networks management. Salah has over 25 years of experience in telecommunications networks planning and development. His current interests include next generation network planning, impact of new IT/Telecom technologies, and network. Prior to NEC America, he worked for Nortel Technology (formerly Bell Northern Research) on network planning, introduction of new technologies in transport and switching networks, network and service management, and standards for interoperability. He participated in the planning and development of several products for Nortel, Bell Canada, and Telecom Canada (now Stentor). He has been involved in several projects with service providers in North America, South America (Brazil, Colombia, Chile), and Japan. Salah Aidarous has a Ph.D. in Electrical Engineering, and held various academic positions at Carleton University, University of Ottawa, Université de Louvain, and Ain Shams University. In addition to teaching and supervision of graduate researchers, he was principle investigator for several research grants and contracts in digital mobile radio, CATV, expert systems technology, and published over 100 papers. Salah is Senior Technical Editor of IEEE Networks Magazine, ComSoc Editor for the IEEE Internet Computing Magazine, and a member of JSAC Editorial Advisory Board. He is co-editor/author of “Network Management into the 21st Century: Techniques, Standards, Technologies and Applications”, “Telecommunications Network Management: Technologies and Implementations”, and co-editor of the IEEE Press Series on Network Management. He is ComSoc Distinguished Lecturer, and has been a very active member in CNOM since its creation.
Vice Chair: J. Scott Marcus
J. Scott Marcus is the Senior Advisor for Internet Technology for the FCC. Scott’s research interests include the economics and public policy implications of Internet backbone interconnection, the measurement and prediction of Internet usage, and the management and operation of data networks. Previously, he served as CTO of Genuity, Inc. He is a trustee of ARIN, Vice Chair of IEEE CNOM, and the author of Designing Wide Area Networks and Internetworks: A Practical Guide, Addison Wesley Longman, 1999. Scott holds a B.A. in Political Science (Public Administration) from the City College of New York, and an M.A. from the School of Engineering, Columbia University.

Carlos Becker Westphall is Professor in the Department of Computer Science at the Federal University of Santa Catarina – Brazil, where he acts as the leader of the Network and Management Laboratory and also coordinates some projects funded by the Brazilian National Research Council (CNPq). Obtained a degree in Electrical Engineering in 1985 and a M. Sc. degree in Computer Science 1988, both at the Federal University of Rio Grande do Sul, Brazil, and a D. Sc degree in Computer Science (Network Management) at the Université Paul Sabatier, France, in 1991. He acted as a local group coordinator in the European MAX/ESPRIT II project which involved the Alcatel- TITN, British Telecom, HP, CSELT, SIRTI and NKT Companies. Since 1994, he has been a member of IFIP/IEEE IM (International Symposium on Integrated Network Management) and IEEE/IFIP NOMS (Network Operations and Management Symposium), IEEE/IFIP DSOM (Distributed Systems Operations and Management), IEEE LANOMS (Latin American Network Operations and Management Symposium) and IEEE APNOMS (Asia Pacific Network Operations and Management Symposium) Technical Program and Organizing Committees. He also has been an Board of Editors (since 1995) and Senior Technical Editor (since 2003) of the Journal of Network and Systems Management of Kluwer Acadenic / Plenum Publishers. From May 2000 to May 2005, he acted as “Secretary” of IEEE CNOM (Committee on Network Operation and Management). Since 2003 member of the core team of the TMF UP (TeleManagement Forum Universities Program). Member 2004-2005 of IEEE ComSoc Membership Programs Development Board. Editorial Board member of the Computer Networks Journal (The International Journal of Computer and Telecommunications Networking, Former title: Computer Networks and ISDN Systems) of Elsevier Computer Science, since 01/20/2004. Member of the marketing team (since 2004) for the launching of a new electronic publication sponsored by IEEE ComSoc in the area of Network and Service Management.
